External Evaluation Grading Reports

Evaluation of Reports Commissioned by KMEA (External Valuation)

  

Evaluation of all evaluation reports commissioned by the KMEA will be done in the following stages:

a

Stage 1

The Evaluation Report submitted by the Empanelled Evaluating Agency will be scrutinised by a team of officials of KMEA (called Internal Evluation Committee) including special invitees, if needed. This is done primarily to ensure that the report submitted by the Agency is as per the Terms of Reference (ToR) and Inception Report submitted by the Agency after sanctioning the project. The preliminary scrutiny would be done as per the checklist given in Annexure 1. The time taken for this will ordinarily be within 6 working days.

Stage 2

The report of the Internal Evaluation of the KMEA will be submitted to the Chief Evaluation Officer (CEO)/Additional CEO of KMEA. If he/she agrees to the findings/recommendation of this Internal Evaluation Committee, the report will be sent for review by an Independent Assessor. If the Internal Evaluation committee suggests any modifications to be incorporated based on ToR or Inception Report, then the report submitted by the Agency would be sent to the Evaluating Agency again to carry out the incorporation of suggested changes and for resubmission of the same after compliance to KMEA.

The time taken for this will ordinarily be within 10 working days.

Stage 3

The Evaluation Report sent to the Independent Assessor selected by KMEA would be subjected to detailed scrutiny by the latter. The Evaluation Report will be assessed by the Assessor based on the detailed guidelines given in Annexure 2. The Independent Assessor is expected to give the details note on each of the chapters of the Evaluation Report. After the Review is completed, the Independent Assessor can suggest acceptance of the Evaluation Report without any corrections, or suggest modifications in the Evaluation Report, to the KMEA by giving a detailed report. If the Independent Assessor after review of the Evaluation Report suggests modifications, the report shall be sent back to the Empanelled Evaluating Agency for incorporating the suggested modifications and further resubmission the report. After resubmission of the report, the KMEA will send the report to the same Reviewer for another similar review. The resubmitted Evaluation Report, along with the Review Report of the Independent Assessor will be sent to the Technical Committee of KMEA for final approval and follow up on the Evaluation Report. The time taken for this will ordinarily be within 30 days.       

The procedures to be followed by the KMEA as outlined above have been given in the Flow Chart in Annexure 4.

Stage 4

The Independent Assessor would also evaluate each section of the Report on a scale of 1 to 10 as per the sanctions given in Annexure 3. The final marks to be awarded to the Evaluation Report will be finalised based on this. The time taken for this will ordinarily be is included in stage 3 above.

Stage 5

Grading of the Output (Evaluation Report) would be based on the final marks assigned by the Independent Assessor to the Evaluation Report as per the procedure outlined above. The Evaluation Report would be graded based on the marks secured as follows:

If score is 80 or more

A

If score is more than 65 but less than 80

B

If score is more than 50 but less than 65

C

2

If a report receives less than 50 in score, it needs to be rejected for poor quality.

The time taken for this will ordinarily be less than 6 working days.
